Kingston After Agnes

Spray Foam Insulation in Kingston works on homes in Luzerne County's most populous borough. Kingston was first settled in the early 1770s and incorporated as a borough on November 23, 1857. The 2020 census counted 13,349 residents on about 2.2 square miles.

The 1972 flood

In June 1972, flooding from Hurricane Agnes devastated Kingston, drawing national attention and a visit from President Nixon. After the flood, Kingston adopted a home rule charter. Many homes were repaired or rebuilt, and older basements in the flood area may still hold old, once-wet insulation that should come out.

Older homes

Kingston grew after the Lackawanna and Bloomsburg Railroad opened, and coal mining was a chief industry until the 1959 Knox Mine disaster. Many homes are older frame houses that need attic sealing, wall-top blocking, cellulose to depth, dense-pack walls and sill foam.

Climate

Kingston has a humid continental climate with a January average of 25.8F, according to Wikipedia. The surrounding mountains cause wide variations in weather over short distances.

Wyoming Seminary

The Upper School of Wyoming Seminary, founded in 1844, sits in the borough, and the Kingston Armory was built in 1923.

Code and zone

Pennsylvania's 2021 UCC took effect January 1, 2026. PHRC places Luzerne County in the Central zone, and OpenEI lists it in Zone 5A.

Costs

HomeGuide lists an average attic job at $1,000 to $2,700 and rim joist foam at $2,000 to $2,500. Your written estimate is the price.

A typical Kingston job

For an older Kingston house, a common plan is: block the wall tops from the attic, seal the attic floor, blow cellulose to depth, dense-pack the walls and foam the sill and rim. For houses repaired after 1972, we check what was done and where the gaps are.

Basements in the flood area

If your basement took water in 1972 or later floods, check whether any old insulation is still there. Insulation that got wet should come out, and the space should be dry before new insulation goes in.

Rebate

If PPL serves your home, its rebate form lists insulation at 75% of cost, up to $500 or $200 depending on heating type. Get a free estimate
